Description of the flag

This is a 1:2 Canadian-style flag with the emblem in blue (shield and wreath) and red (lettering) on the central panel. The wreath seems to be composed of ten maple leaves and their stalks; the shield depicts an "atom" emblem (two "orbits" and nucleus) above a cogwheel and a wheat garb, these side by side and above a wavy counterchief with four visible waves.
