Flag used at sesquicentennial celebrations

Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.

Archived copies of the pages about Washington County are still at web.archive.org/web/*/www.iowacounties.org/County+Info/History+Pages/washington.htm and web.archive.org/web/*/www.iowacounties.org/County+Info/Flags/Washington.htm. It is a ~3:5 white (?) flag with a large emblem on it. The emblem is oblong and takes the whole flag area, with some padding all around. It is bounded by a thick lined box (black?) with the upper limit replaced by lettering reading "Washington County" set in one line in black (?) serif letters (Cooper Condensed typeface, it seems). On the box a ring whose horizontal diameter matches the bottom edge of the box, lined in the same thickness and color as the box, filled with lettering reading "Respect for the Past . . . . " (gap) "Commitment to the Future" in black (?) sans serif letters. On the middle of the emblem a representation of the County Courthouse, its clock tower roof poking the ring through a gap in its edging and lettering.

The image of the courthouse in the Iowa State Association of Counties website is very unclear - I used a stylized depiction of the courthouse (co.washington.ia.us/courthouse.gif) found at the official website, inverted and flipped to match. It is interesting to note that "Iowa" is not shown on the flag, unlike so many US county flags, especially so as there are many Washington counties (en.wikipedia.org/wiki/Washington_County_%28disambiguation%29) in other states, making this flag ambiguous, in spite of sporting writing.

As shown in two photos in the booklet [u9s03b] (3rd and 4th of the 3rd row on p. 13), the flag is yellow and the emblem has black lettering and lines and the image of the court house is red on yellow.
