Plain (monocolored) portuguese subnational flags are

It is a fairly typical portuguese communal flag,
with the coat of arms centered on a
plain yellow background. The banner should have golden
and green tassels and cord, and golden pole with spear finial.

The arms are Vert over all on a fesslet wavy Azure fimbirated Argent a calvary (or pole cross?) Argent flanked by two bunches of gapes Or leaved of the Same and a three-pointed label Argent (no need to add «in chief», right?). Mural crown argent with three visible towers (commune rank) and white scroll reading in black upper case letters "Rôge". Original blazon:
Escudo de verde, uma faixeta ondeada de prata e azul de três tiras e brocante, cruzeiro sustido em sua base, de prata, entre dois cachos de uvas de ouro, folhados do mesmo; em chefe, um banco de pinchar de dois pés, de prata. Rôge Commune (also spelled "Roge") is one of the 9 communes of the
Vale de Cambra Municipality; it had 1901 inhabitants in
2001 and covers 16,52 km².
