It is a fairly typical Portuguese communal flag, with the coat of arms centred on a green and yellow quartered background (town rank).

The arms are Or a two-branch eradicated grape vine Vert fruited with four bunches Purpure and in chief a Latin cross Gules and base wavy party of five fesses Vert and Argent and Azure and Argent and Vert (*). Mural crown argent with three visible towers (village rank) and white scroll reading in black upper case letters "PONTA DELGADA - S. VICENTE". ( I'd prefer to blazon it as""…on a base wavy Vert a fess wavy Argent charged with a fess wavy Azure", but I try not to stray too much from the official blazon, even when it is so poor that even I could do much better.)
Meaning:
Yes, the flag background and the mural crown contradict each other about the status of the commune seat. The location at the mouth of São Vicente creek is symbolized by the tricolour base wavy.

Presentation of Ponta Delgada

Ponta Delgada Commune is one of the three communes of the São Vicente municipality (q.v.), in Madeira - not to be confused with Ponta Delgada city and municipality in Azores (q.v.); it shares the meaning "thin tip" (as in "cape"), but the arms are not canting. This commune had 1325 inhabitants in 2001 and covers 150,6 km².
