The emblem is presented at http://www.town.toyo.kochi.jp/contents/approach.html. It consists of two concentric red circles with an opening to the right, representing the two districts of Toyo - None and  Kannoura. The white space inside stands for the peace of the town and people. At the top is a downward pointing triangle: a linchpin joing the two arcs, spreading out to express development/advancement. (Toyo was formed from the merging of None and Kannoura on 1 July 1959.)

The town emblem was adopted on Nov 17th 1964 but there is no flag law. The maroon flag has a white town emblem in the center. The outer two rings symbolize None area and Kannoura area,the inside of the circle does the town and a conformity of the towners and the upper triangle does a folding -fan shaped development.
