(1967 enactment)The city flag uses a base of cobalt blue to highlight the central motif, the white hiragana character (hi ひ) from the word, Hirakata. The flag symbolizes the image of a bird flapping its wings in the sky.

The city emblem was adopted in Apr 1894. but there is no flag law. The blue flag charged with yellow city emblem in the center. The flag proportions are 2:3.
The main device of the emblem is a Miotsukushi used for a beacon in the shallows of Osaka. The prosperity of Osaka is greatly due to transportation by water. The Miotsukushi was chosen for the emblem as it is deeply connected with its port.
Osaka uses a vertical city flag as well.
