The city emblem was adopted on Jun 1st 1943 and the flag was adopted on Mar 31st 1990. The white flag has a red city emblem in the center. The city emblem is a combination of Hinomaru (日の丸, one of the names of the national flag) and a curb (井桁) inside and a cherry blossom most popular flower of spring. The three symbols representing the city's kanji name were selected. The curb represents the merged towns and villages hold hands for eternity and the citizen's concord. The flag proportion is 7:10.

For Kasugai City, located in Aichi Prefecture, I located a regulation from 1990 (Heisei 2) that detailed specifications for the symbol and for the flag. It confirms the 7:10 ratio that Nozomi Kariyasu pointed out in a 2014 message, but it also gave the dimensions of the city emblem on the flag to be 3/5th of the width of the flag. I attached my drawing of the city flag to match the specifications in this law.
