On a blue field, an enlarged star, a red roundel in the center of the star with the city symbol in the roundel. The symbol was adopted on 22 March 1940. Additional information, in Japanese, at the city website.

The city emblem in a red circle is a stylized katakana ア A and kanji 走 Bashiri in a form of an anchor. It represents a seaport.

The flag of the town of Bihoro is blue with mark. I found two variants of blue.

The flag was adopted on Sep 1st 1967. The blue flag has a white and a dark blue flag emblem in the center which is different from the town emblem adopted in Sep 1937. The flag emblem is a stylized katakana  ビホロ Bihoro in a form of ∞ infinity. Both curved line symbolizes an azure sky and flying wings and the center ホ in a dark blue does the town people’s solidarity. There is an image of the flag in the website. Please use the shade of a blue and a dark blue.

Town Emblem

Most of Japanese municipalities use their emblem in the municipal flag however 13 municipalities don't use the emblem but specially designed charge in the flag.
The town emblem was adopted in Sep 1937. The town emblem is a stylized katakana ビホロ Bihoro.

The town emblem was adopted on Oct 1st 2005 by Notice No 1 but there is no flag law.The blue flag has a white town emblem in the center and the kanji name in white vertically at the hoist. The star symbolizes the Polar Star and the three rings do a good timing, a good location and a concord of the people.

Higashimokoto Village / 東藻琴村

The city emblem and the flag were adopted on Mar 5th 2006. The blue flag has a white city emblem in the center. The city emblem is a combination of a stylized kanji 北 Kita of Kitami and a weight which judges between autonomy’s right and wrong. The blue color stands for Kitami’s sky, hope,development and youth and the white color for snow and a simpleness. It represents the city’s future ideal and a wish for being rich.
The flag proportion is 2: 3. The diameter of the emblem is 5/9 height of the flag.

The town emblem was adopted on Nov 1st 1951 but there is no flag law. The blue flag has a white and a black two color town emblem in the center. The stylized kanji 北 Kita in the outer circle symbolizes Hokkaido 北海道 Kitami Region 北見地方 and the kanji 訓 Kun in the center. The circle represents a mutual cooperation. They say they use only a blue flag at the town hall building. They don’t have a white flag officially.

The city emblem was adopted on Apr 1st 1941 and the flag was adopted on Jul 1st 1978. The white flag has a green city emblem in the center. The city emblem is a stylized kanji 紋 Mon of Monbetsu. The circle symbolizes a city facing Okhotsk Sea and the center part does a fishing boat. The white color stands for drift ice in Okhotsk Sea and the green color for hope.
The flag proportion is 2: 3. The diameter of the emblem is 3/5 height of the flag.

The town emblem and the flag were adopted on Dec 20th 1967. The green flag has a white town emblem in the center. The town emblem is a stylized kanji 西 Nishi of Nishiokoppe. The center chevron symbolizes a mountain village, the people’s concord and a human resource cultivation. It represents the village people’s solidarity and improvement. The flag law does not refer to the construction information but only colors.

The town emblem was adopted on Oct 20th 1923 and the town emblem is a stylized kanji 興 Oko of Okoppe. The town flag was adopted on Apr 1st 1968 by Notice No 4. The milk white flag has a blue flag emblem in the center which is different from the town emblem. The flag emblem is a stylized O and P . The blur color stands for an image of the town which weathers the hardships in Okhotsk Sea and the milk white color for dairy as a main industry. The letter P represents a fishing boat and O does the town people's affinity and collective efforts.

The town emblem was adopted on Nov 10th 1923 but there is no flag law. The blue flag has a white and a yellow two color town emblem in the center. The town emblem is six(Mu) stylized katakana ヲ O of Omu in a form of a snowflake. The center star symbolizes the Polar Star. The blue color stands for a vast sky and Okhotsk Sea.

The town emblem was adopted on Mar 31st 2006 by Notice No 1 but there is no flag law. The green flag has a white, a light blue, a blue and a light green four color town emblem in the center. The town emblem is a stylized O of Ozora. The blue and the green streamlines stand for a sky, an airport and an agriculture as a basic industry. It represents the emotional town built by human contact and conversation in the earth and under the sky.

The town emblem was adopted on Sep 24th 1958 and the flag was adopted on May 17th 1968. The blueish purple flag has a white and an orange two color town emblem in the center. The town emblem is a stylized katakana シャリShari in a form of a flying bird. The circle symbolizes peace. It represents the town’s exponential development. The flag law does not refer to the specification but only colors. They say they use only bluish purple flag with not yellow but orange color emblem. Please use this Japanese traditional orange color sample.

The town emblem is a combination of a stylized katakana タキ Taki and kanji 上 Ue. The lower traiangle symbolizes a mountain and the small circle does a cropland.

The town emblem was adopted on Jul 1st 1958 but there is no flag law. The maroon flag has a white town emblem in the center. The town emblem is a stylized katakana ツ tsu and kanji 別 Betsu. The circle symbolizes a peaceful solidarity, the ツ does a mountain and the center space does a fertile plain. As a whole, it represents the town which makes a leap forward.

The town emblem and the flag were adopted on Oct 5th 2009 by Notice No 1. The light blue flag has a blue and a green two color town emblem in the center. The town emblem is a stylized hiragana ゆYu of Yubetsu. The center five pointed star symbolizes Hokkaido frontier spirit and the future image of the town facing Okhotsk Sea where the people and the nature shine. The blue color stands for Okhotsk Sea and the green color for the rich harvests.
The flag proportion is 2: 3. The height of the emblem is 600/1000 height of the flag. The length of the emblem is 533/1000 length of the flag.
