Description

Local Council Lehavim is situated in the Northern Negev area, on the road between Lehavim Junc. and Shoket Junc., about 15 Km. north to Beer Sheba. Est. 1985, 2,750 inh.

In my visit, I spotted a blue emblem on white flags.

In 1980, a new settlement was founded by the Regional Council of Bene Shim'on and the Israel Land Administration in the northern Negev, 15 km north of Be'er Sheva. In September 1989, the Ministry of the Interior established a local council for the town of Lehavim. Pop: 5,000. (http://www.lehavim.muni.il/History/TextHistory/HistoryENG.asp)  
In many photos at the municipal site, there is the blue emblem on white flag which is probably the most common one. However, there are also photos of variants: white emblem on green, green on yellow, white on blue and black on orange
