The ceremonial flag is described in Article 5 of the Town Statutes as follows:
Red flag with the coat of arms of the Town in the left top corner. To the right of the coat of arms is a silver fort with two symmetrical towers. To the left and the right of the fort are golden oak and linden branches. Above the fort is a silver outline of Klek. Above the outline of Klek is the inscription "Grad Ogulin" in golden letters. The flag is edged with a golden border.
The ceremonial flag (gonfalon) is blue, in size 0,75 m x 1.50 m, twice indented reaching 1/4 of the height, so forming three tails depicting circular applications of oak branches. The entire flag is edged with a golden ribbon and ornamented with tassels at the top and a fringe at the bottom. In the centre of the unindented part of the flag is the coat of arms of the Town bordered golden, above the coat of arms is inscribed in golden letters "Grad Slunj", and below the coat of arms are V-shaped branches of linden and oak coloured golden.

The first symbols of Slunj are prescribed by Decision Odluka o grbu i zastavi grada Slunja, adopted on 26 May 1995 by the Municipality Assembly and published on 14 June 1995 in Županijski glasnik Županije Karlovačke, No. 8.
The flag is described in Article 11 of the Decision as follows:
The flag is blueish-green. In the middle is the coat of arms of the Town. The ratio of the flag's length to width is 2:1.Blueish-green (this would probably translate best to English as "cyan") is associated with the colour of the rivers and waterfalls among the green surrounding hills (see also the flag of the Town of Karlovac).
The coat of arms is described in Article 7 of the Decision as follows:
The coat of arms of the Town has a shield shap,e horizontally divided into two fields. In the top field two lions are standing turned towards each other and are breaking a bread loaf into halves with their front paws. The bottom field is diagonally divided into two parts by water and in each part there is a mill wheel. The backgrouind of the top field is dark blue, and the bottom field blueish-green. The symbols in the coat of arms are printed in golden colour. A copy of a separate document depicting the coat of arms is preserved in the Croatian State Archives.
Obviously, the top part of the arms is inspired by the Frankopan family arms (here set in the blue field). Slunj, known for numerous beautiful small waterfalls and the mills traditionally built on them, was then probably represented with the wavy diagonal and two mill wheels. This design obviously served as inspiration for the eventually adopted and approved current one.
Amendment to the Decision Odluka o izmjeni Odluke o grbu i zastavi grada Slunja, adopted on 17 May 1996 by the Municipality Assembly and published on 11 June 1996 in Županijski glasnik Županije Karlovačke, No. 11, changed the colour "blueish-green" in Article 11 to "dark red", thus making the flag dark red. Everything else was retained from the previous decision.
