The 2003-2004 anime series Full Metal Alchemist (Hagane no
Renkinjutsushi) takes place mostly within the borders of the state of
Amestris. Culturally and technologically similar to turn-of-the-century Europe,
it is a vast, sprawling, borderline-ungovernable entity just barely held
together by a military dictatorship. The lead character of the series is an
alchemical prodigy who is forced by circumstance to enter into the service of
the regime.

The national flag of Amestris pops up in two scenes in the series, once at
a military funeral and again being torn apart by an angry mob. It is plain
green with in the center a small version of the same white mystery-beastie than
on the military flags. The charge is used as a
badge on military uniforms as well. One gets the impression that this may
actually be the symbol of the military government rather than a true national
symbol. Images are available here.
Note that I only found the name of the country in online resources; in the
series it is always referred to simply as «the State».

The Central Military HQ in the capital city uses something very similar to
provincial HQ flags, only a bit wider and with
the bottom tiered, not pointed.

The Amestris HQ flag is a yellow-bordered green gonfalon charged with a
white reptile or dragon. It often appears hanging from the facades of one of
the regime’s Provincial Military HQ’s (there are four provinces:
East, West, North and South; all the HQ’s seem to use the same flag,
however).
