At http://www.riasbaixas.org/html/es/2/056/index.shtml there appears a photo in the municipality of Tui with two flags. One seems to be the EU flag. The other is a green-white-green horizontal triband with some COA in the middle. Is this the flag of Tui (Tuy)?

Might be. Eduardo Panizo's webpage on municipal flags of Pontevedra province does not include a flag for Tui.
