The city symbols of Bystřice nad Pernštejnem are regulated by City Decree no. 1/2000 on the Symbols of the City of Bystřice nad Pernštejnem, valid since 1 Mar 2000. This decree declares the flag and arms of the city as the "main symbols" and the standard of the mayor, the city banner, the city colours, the city seal and the city stamp as "supplementary symbols" of the city.

Bystřice nad Pernštejnem standard of the mayor

The standard of the mayor is regulated by Article 7 of Decree no. 1/2000 on the Symbols of the City of Bystřice nad Pernštejnem and is to be flown only together with the city flag, where the city flag takes precedence. It is described as follows:
"Standartu starosty města tvoří čtvercový černý list s žlutým lemem. Ve středu listu spočívá štít s městským znakem, provázený nahoře bílou vodorovnou stuhou se svěšenými cípy po stranách štítu s nápisem majuskulní kapitálou: STAROSTA MĚSTA a dole vodorovnou stuhou se vztyčenými cípy po stranách štítu s nápisem majuskulní kapitálou: BYSTŘICE NAD PERNŠTEJNEM."
Which translates to:
"The mayor's standard is formed by a black square field with a yellow border. The center of the field contains a shield with the city arms. Above the arms is a white horizontal ribbon with the tips drooping down, containing the text "STAROSTA MĚSTA" ("CITY MAYOR") in capitals. Below the shield is a horizontal ribbon with the tips pointing up, containing the text "BYSTŘICE NAD PERNŠTEJNEM" in capitals."
The official depiction of the standard uses the Times New Roman font for the text.

Bystřice nad Pernštejnem city banner

The city banner is regulated by Article 6 of Decree no. 1/2000 on the Symbols of the City of Bystřice nad Pernštejnem and is to be hung vertically. The set ratio is 1:4. The description is:
"List Korouhve o daném stranovém poměru tvoří tři pruhy po délce listu, žlutý, modrý a žlutý. Ve středu délky listu korouhve přiléhají k modrému středovému pruhu polovina černé zubří hlavy se žlutou houžví a červeným jazykem a polovina černého orla s červenou zbrojí."
Which translates to:
"The field of the banner of the given ratio is formed by three stripes along the length of the field: yellow, blue and yellow. In the center of the field of the ensign is half of a black bison's head with a gold gold tough and red tongue adjacent to the central blue stripe from the left and half of a black eagle armed red from the right."
I have not found any actual depiction or photo of the banner in use and thus the image included is my best guess at how it looks based on the official description.

The city colours are defined by Article 8. of Decree no. 1/2000 on the Symbols of the City of Bystřice nad Pernštejnem and are derived from the main heraldic tinctures of the city arms. Together they form the bicolour of the city. The colours are black (above) and yellow (below), when used horizontally, or black (left) and yellow (right), when used vertically. They have various uses, such as cockades, where the yellow should surround the black. When used in writing, the letters should be black on a gold background.
