The flag is derived from the coat of arms. The official Czech description is as follows:

"List tvoří dva svislé pruhy, bílo-červeně čtvrcený a bílo-červeně dělený. V horním bílém žerďovém poli černá plamenná orlice se žlutou zbrojí a jetelovitě zakončeným, rozděleným žlutým perizoniem. V horním červeném poli bílý pětilistý květ se žlutým semeníkem. Poměr šířky k délce listu je 2 : 3."

This translates to:

"The field is formed by two horizontal stripes, a white-red quartered one and a white-red horizontally divided one. The upper white hoist field contains a black enflamed eagle armed yellow and charged on the breast with a yellow crescent terminating in trefoils at each end and split in the middle. In the upper red field a white five-leaved flower seeded yellow. The proportions of the field's width to its length are 2 : 3."

Roztoky town coat of arms

According to the Register of Communal Symbols, the arms were granted 9 Nov 2010 by Decision no. 9 of the Chariman of the Chamber of Deputees.
The official Czech blazon of the arms is:

"Ve stříbrno-červeně polceném štítě vpravo černá plamenná orlice se zlatou zbrojí a jetelovitě zakončeným, rozděleným zlatým perizoniem, vlevo stříbrný pětilistý květ se zlatým středem."

It is worth noting that the arms are probably older. Both the town website and the book IV/1. Znaky, pečeti a razítka českých měst a městeček N-Ř (Arms, Seals and Stamps of Czech Cities and Towns) by Karel Liška claim that Roztoky were granted arms in 1968 upon being elevated to town status.
According to the aforementioned book, the eagle symbolizes historical settlement (likely somehow connected to the Premyslid dynasty) while the white flower is reminiscent of the local cherry tree-lined avenue.
