ICBF - Instituto Colombiano de Bienestar Familiar (Colombian Institute of Family Welfare)

The ICBF (Instituto Colombiano de Bienestar Familiar, Colombian Institute of Family Welfare in English) is a government organization that depends on the Ministerio de Protección Social (Social Protection Ministry). It was established in 1968 as a response to issues such as malnutrition, family disintegration, and childhood care. It is present in each of the 32 Department Capitals of the country.

The flag is the logo on a rectangular flag. The flag has three horizontal stripes, the top and bottom stripes are green occupying 25% of the total space each, while the central stripe is white, occupying 50% of the available space. It has the entity's logo in the middle as seen in this picture.
However there's a variant of this flag, seen here (a white rectangular flag with the logo in the middle).

ICFE - Instituto de Casas Fiscales del Ejercito de Colombia (Fiscal Houses Institute of the Colombian Army)

I spotted the War Flag flag of the Instituto de Casas Fiscales del Ejercito de Colombia (Fiscal Houses Institute of the Colombian Army) (official abbreviation ICFE) here.
It is the Colombian tricolor with the CoA and below the words INSTITUTO CASAS FISCALES in yellow.

The Standard of the ICFE is an orange horizontal flag, with the logo in the middle, as seen in this picture (the flag on the right).

The ICFE was established through Decree No. 0312 of July 19, 1958 with the purpose of building and managing the houses for Army military personnel.

IEMP - Instituto de Estudios del Ministerio Público Unidad Administrativa Especial (Public Ministry Studies Institute)

The IEMP (Instituto de Estudios del Ministerio Público) (Public Ministry Studies Institute) was established by Article 22 of Law 201 of 1995. It is a UAE (Unidad Administrativa Especial) (Special Administrative Unit), like the Aerocivil. It is the academic UAE of the Prcuraduría and it serves the purposes of training in legal, techincal and human source affairs, as well as conducting and supporting scientific, economic, historical and political-focused investigations carried by the Public Ministry (referring to all public officials).

CM& tv news broadcast show the flag of the IEMP. Today they are celebrating their 20th anniversary, and so the news report is about a forum held today commemorating the event.
IEMP was established by Article 22 of Law 201 of July 28, 1995 as a Special Administrative Unit (i.e. Aerocivil) of an academic nature of the Procuraduría General de la Nación. It was officially called Unidad Administrativa Especial Instituto de Estudios del Ministerio Público (UAE IEMP)

The flag is a white horizontal flag with the logo in the middle and the name of the institution below. On the top it has a blue border and on the bottom a green border, as seen in this official video (0:09) on the desktop flag displayed there.

Instituto Nacional de Radio y Televisión (National Institute of Radio and Television - INRAVISION)

INRAVISION stands for Instituto Colombiano de Radio y Televisión (National Institute of Radio and Television). It was created by Decre No. 3267 of December 20, 1963. It made public radio and television broadcasts thorughout its existence, and it depended on the Ministry of Communications.

It was however shut down in 2004 because of financial difficulties, and a new organization was created, the RTVC (Radio Televisión Nacional de Colombia), created by Decree No. 3525 del 28 de octubre de 2004.

The RTVC currently operates four public broadcast channels, including the Congres Channel and also six radio stations. However I have not seen a flag of the RTVC,

The flag of INRAVISION was yellow background, plus the logo on the middle, very much like some other government flags ( i.e. Ministry of Finance and Public Credit and Ministry of Transportation.
The logo was designed by David Consuegra in 1964.

INS - Instituto Nacional de Salud (National Health Institute)

There is a news report which appeared on August 30, 2009 mentioning the Colombian President was affected by the swine flu (or AH1N1 flu). In the link on the fifth video link the current Ministro de Protección Social (Social Protection Minister) Diego Palacio is reporting the medical treatment to be followed, to a reporter from RCN channel. On the back, to the right, one can see the flag of the INS (Instituto Nacional de Salud, in English National Health Institute). It is a white background plus the symbol in the middle.
The symbol's explanation is here and its designer is Dicken Castro, a very renowned Designer, who also designed the logo for the Ministerio de Desarrollo Económico (Ministry of Economic Development)  in 1968, now a defunct Ministry which was absorbed by the Ministry of the Environment and Housing to form the Ministry of the Environment, Housing and Regional Development in the 2000's.
The INS has traces back its roots to 1917 with the establishment of the Laboratorio Samper Martínez (Samper Martínez Lab). Then it merged with other labs to become the INS in 1975.

INVIAS - Instituto Nacional de Vías (National institute of Roads)

"Instituto Nacional de Vías" (INVÍAS, National Institute of Roads) is a government agency in charge of the building, improvement and management of the national road infrastructure in Colombia. Founded in 1994, INVÍAS had its statutes last modified on 27 July 2000 (Decree No. 018).
The flag of INVÍAS, as shown graphically and described on the website of the agency, is orange with a winding white stripe in the middle. The flag was designed by Yesidh Albenio Rodriguez Romero.
On a previous version of the INVÍAS website, the flag was shown with a orange dashed line in the middle of the "road" (see below).

INVIMA - Instituto Nacional de Vigilancia de Medicamentos y Alimentos (National Institute of Medication and Food Surveilance)

INVIMA - Instituto Nacional de Vigilancia de Medicamentos y Alimentos (National Institute of Medication and Food Surveilance) is the Colombian equivalent to the American FDA. It was established by Law 100 of December 23, 1993.
It is a government organization which dependes on the Ministerio de Proteccion Social (Social Protection Ministry).
The flag is horizontally divided into two equal stripes, the top green, and the bottom white, with the Coat of Arms on the middle.

Two days ago in recent news seen on RCN news channel, the currenf Director of the INVIMA is seen with the INVIMA flag displayed on the background. The text in the inner white circle reads in bold capital black letters: MINISTERIO DE LA PROTECCIÓN SOCIAL, and on the bottom it reads Instituto Nacional de Vigilancia de Medicamentos y Alimentos, as seen on this official document (top right).

In a commercial (?) site there is a flag that seems to be the national security flag. Is it a governmental flag or a commercial one?

Seguro (Social inssurance) refers surely to a social services from the state, like health and pensions. Seems that this hospital is collaborating with the department of Social inssurance of Colombia

The Instituto del Seguro Social is a governmental organization for health care and pension.  There are also some private organizations but this one is public.  I don't recall having seen an actual flag, but I cannot deny it either.

The ISS (Instituto de Seguros Sociales was its official name, but people used to call it "Seguro Social"). The ISS encompassed both health and pension services, thus being called "Seguros Sociales" (Social Securities) since it included Health and Pension Policies (Seguros, in spanish) and later ir evolved to include Labor Policies as well. It used to have this official website: http://www.iss.gov.co/ (dead link, accessible through here). It was established on December 26, 1946

During 2007 and 2008 the units administered by the ISS that provided Health and Labor care were privatized and in 2012 the units administered by the ISS that provided Pension services were transfered to a new government entity called Administradora Colombiana de Pensiones - Colpensiones (Colombian Administration of Pensions - Colpensiones) ( official website). The ISS then was declared bankrupt and through a series of reforms is being liquidated as its current official website states:
