According to <www.gobernaciondecaldas.gov.co>, the flag is white-green-yellow and not as the Reported Wrong Flag. Note that in this site the textual description is not of the Norcasia flag but of La Dorada.

El color Blanco: Simboliza la PAZ que reina en nuestro municipio, que lo hace uno de los mas tranquilos del Departameto y del Pais.
El color Verde: Simboliza la riqueza natural y agricola que predomina en todo su territorio.
El color Amarillo: Simboliza la riqueza aurifera y mineral del subsuelo del Municipio. "
