About the Flag

The municipality of Elisiário (3,120 inhabitants in 2010; 9,271 ha) is located 400 km of São Paulo.

Elisiário was founded in 1908 by the sons of the landowner Elisiário Ferreira de Camargo Andrade. José Ribeiro Ferraz, who had been living in the region since 1873, offered a piece of land to build a chapel dedicated to St. Benedict. The district of Elisiário was established on 29 November 1923, as part of the municipality of Catanduva. The municipality of Elisiário was established on 30 December 1991 and inaugurated on 1 January 1993.

Elisiário is the birth town of the fashion designer, TV presenter and politician Clodovil Hernandes (1937-2009). Hernandes was Federal Representative (São Paulo) in 2007-2009.

The flag of Elisiário is white with the municipal coat of arms and, most probably, some blue and yellow additions.

All I can find on Elisiario is http://camaraelisiario.com.br/Paginas%20Sessoes/2009_2012/55sessao.htm, which shows a blue ascending diagonal-ish part, with above it white with the arms, and below it yellow with no charge visible.

I've taken a look at more photographs at that site (http://camaraelisiario.com.br&tbm=isch; there may be scanned documents pertaining the flag, but otherwise the photographs start some three screens down), rotating the images so the arms are upright, and especially: http://camaraelisiario.com.br/Imagens/sessoes/42sessao/125.JPG and http://camaraelisiario.com.br/Imagens/sessoes/50sessao/100_0719.JPG, which shows there's blue above the white as well.

In all, I'd say that this is a yellow flag with a deep, blue hoist triangle, overlain with a shallower white hoist triangle, charged with the Elisiario arms. This is a common flag pattern in Brazil, several other Sao Paulo municipalities using it as well ad in one case even in similar colours, most commonly with the larger triangle not reaching the fly edge and the smaller triangle (close to) equilateral.
