This variant appears to be the same flag, but upside down.

I can understand how if this variant is correct, people might think it should be depicted as reversed. The other way around I'm not so sure. So I went and had a look at their site. At first, I thought we had two groups here:
Group 1, star dexter or at the hoist:
1 http://www.maraba.pa.gov.br/superintendente-da-sudam-veio-a-maraba,
2 http://www.maraba.pa.gov.br/semed-promove-desfiles-civicos-na-cidade-e-zona-rural.

Group 2: star sinister
3 http://www.maraba.pa.gov.br/sao-felix-comemora-semana-da-patria,
4 http://www.maraba.pa.gov.br/pmm-realiza-desfile-da-semana-da-patria-no-sao-felix
1 again (the painting).

But just below 4 on the same page is also
5 image: http://www.maraba.pa.gov.br/adm/auxi/FCKeditor/image/Boletim%202010/Foto_Boletim%20158_Desfile%20no%20S%C3%A3o%20F%C3%A9lix%20%202_Markus.jpg. There we can see the hoist of the flag, and it turns out this too is the sinister.

Combined with the flags apparently intentionally presented dexter and therefore showing the sinister side in 2, my guess would be that we should consider this a sinister hoist with the star at the hoist, with one point pointing straight up. If I had to hazard a guess, I'd say that the design might have been created with a hoist triangle for aesthetic reasons, but that it's a locational flag that then requires a sinister hoist to be accurate.

It does however leave:
Group 3: star sinister pointing down

Under the assumption above, this becomes a flag upside down. That may be an easy mistake to make, I guess, once you have the flag spread out with dexter hoist and know you have to turn it 180 degrees to get it right. I'd assume 66a is a similar case.

Going to http://www.maplandia.com/brazil/para/maraba/maraba does show a topography that more or less matches the flag in sinister hoist.
