Minister of State is the full official title for Brazilian cabinet ministers rather than a
subordinate title as in some other countries. The flag is similar to the
Vice President's flag but with a swallowtail taking up the last one-fourth of the fly,
the stars arranged 11 vertically and 11 horizontally, and the star from the coat of arms only
rather than the entire coat of arms (as for the President and Vice President).

I just received from the Brazilian naval attaché in Paris the personal flag of the Minister
of Defense. [The image transmitted was identical to that provided above for other ministers of state.
The Minister of Defense's full Portuguese title is Ministro de Estado da Defesa.--Ed.]

This flag is effectively the same flag as the Minister of State.
The Album des Pavillons (all editions from 2000 through 2025) also illustrates
this flag simply as ‘Minister’, but it is (also) dedicated to Minister of
Defence.
