I have found evidence of a possible flag of Warrnambool but have not been
able to find any images of the logo on the flag. In 1953, the
Warrnambool rowing club was given permission to use the
Warrnambool city insignia (slightly modified). With this information, I was able
to construct a flag of Warrnambool.

To date I have not been able to discover if there was ever a Warrnambool municipal flag, prior to June 2001.
It became a Borough on 1 October 1863, then a Town on 2 February 1883 and
finally a City on 8 April 1918. Adjoining the City was the Shire of Warrnambool
and other rural municipalities. On 23 September 1994, as part of the whole of
Victoria forced State Government municipal amalgamations, the City of
Warrnambool was more than doubled in size to include parts of all the adjoining
rural municipalities.
Initially after the amalgamation, the new
Warrnambool City Council kept the historic Crest / Seal, but on 28 June 2001, it
decided to adopt a logo, showing a very stylised sailing
ship. This has been placed on a field, to be the Warrnambool City Council Flag.

The Warrnambool Seal was first approved, in general terms, by the local Council on 13 February 1856 and came into use in March 1856, after some minor changes. The final design shows the British Royal Arms above a halved lower shield showing a fully rigged Sailing Ship and a bundle of Wheat, representing the area's founding industries. Underneath these is the motto: "By These We Flourish".
