It is derived from either the 1920-1956 or the 1956-2001 state flag, from which it borrowed its hoist (blue vertical stripe charged with the state seal), combining it with the gay rainbow flag, whose pattern forms its fly. This is also another local LGBT flag which uses two shades of blue. It is difficult to say whether this suggests that the flag was designed prior to the 2001 change of the state flag, or that the old designs of the state flag were used simply for being more popular than those used since 2001. The latter might easily be the case, though, since the LGBT derivations of the state flags were rare before 2001.
