It is mostly the usual claptrap the flag was created as «inspired by» local student Tatiana Violeta Coarita Yapuchura, apparently winner of a competition held during the mayorship of Alejandro Coarita Yapuchura (her father?), probably meaning the adopted design was modified upon the original proposal. Adopted in 1996 «recognized» on Aug.14th by «Resolución Directoral Nro. 106-96-INC-DD-PUNO»; «proclaimed» on May 18th.
The image online at the official website seems to be somehow distorted, but the description is not clear about angles and relative sizes.
