The municipal web site has a longish article on the history of the municipal arms.
In short, a competition was held in 1986 with numerous proposal, eventually ending in the adoption of the current design. It was submitted under the motto "Enlightened peasant power" (as best as I can translate it). It was proposed by Helge Kragset in two variants, on green and on blue background. The design was not adopted in the municipal council and the competition was issued again in November 1986 (with deadline 5 January 1987). The proposals from the first competition were automatically included in the second one. Three design were selected, the nib among them, but the other two were found heraldically unacceptable by the state archives. There was again indecision if green or blue background should be adopted, and eventually blue one was selected. There were altogether 30 proposals that may be seen here. The winner was awarded 3000 crowns.
Now, the text does not explain what the pen nib actually represents - probably as being self-explanatory to Voldans. Volda is namely the site of the first secondary school outside the major cities in Norway.
