No flag?

I am informed that the City of Rockland has no flag.

I have found news clippings dated 1974 that say Rockland has in fact adopted a flag. Unfortunately neither these clippings nor the City Council Resolve #455 adopting the flag on 9 September 1974 mentions anything about any design details. Here is what the Bangor Daily News reported on 10 September 1974 on page 18 (Waldo County Edition):

"An official city flag was adopted using the combined designs of two persons [Margaret B. Pascoe and Frederick D. Favreau]. One of the artists complained about his designed [sic] being combined with another. Chairman [of the City Council Ernest H.] Hammond said this stipulation had been set forth by the council giving the body the final decision in the flag design. Local artist Edgar Crockett has been retained to produce the flag from the two selected designs."
I have been searching for these designs, but so far have not located them. Shortly after the adoption of the City Flag, there was an election where Hammond and several others were voted out of office and a new generation took over. Their mission was to cut taxes and perhaps they axed this project.
