Even though Sevnica (17,546 inhabitants) had municipality status before the 1990s, neither I nor Banderas municipales de Eslovenia [drn96i], published in Banderas [ban] #58 (March 1996), found any coat of arms and flag in use back then.
It seems that the first official municipal symbols are prescribed by Decision Odlok o grbu in zastavi Občine Sevnica, adopted on 27 March 1996 and published on 29 April 1996 in the official Slovene gazette Uradni list Republike Slovenije, 23/1996.
The amendment Odlok o spremembah in dopolnitvah odloka o grbu in zastavi Občine Sevnica, adopted on 23 December 1997 and published on 9 January 1998 in Uradni list Republike Slovenije, 1/1998, prescribes who is signing the permissions to use the coat of arms and the flag, and does not change anything else. A subsequent amendement, Odlok o spremembah in dopolnitvah Odloka o grbu in zastavi Občine Sevnica (text), adopted on 12 December 2007 and published on 24 December 2007 in Uradni list Republike Slovenije, 119/2007, corrected by Papravek Odloka o spremembah in dopolnitvah odloka o grbu in zastavi Občine Sevnica (text), adopted on 25 May 2009 and published on 1 June 2009 in Uradni list Republike Slovenije, 41/2009, contains only minor updates, among others, prescribing that the flag is to be hoisted also in the hall where weddings are celebrated and expressing the fee for misuse of the flag in Euro.

The flag is vertical, in proportions 3:1, white outlined in green (no specification on size of the outline, nor it is seen on the construction sheet, it may be that they meant a green fringe, or a fringe-like rope). The lower edge of the flag is ending with four square points. The coat of arms is set in the middle of the horizontal line, 1/3 of the flag length from bottom.

The Decision includes a detailed construction sheet regarding the masoned crown, the shield outline, and position of the inscription on the table flag. The colours are prescribed as:
- Blue: HKS 47 K;
- Green: HKS 64 K;
- Brown: HKS 78 K;
- Black: HKS 88 K;
- Grey: HKS 97 K.

The coat of arms is blue, from its green base is issuing a linden tree with a grey trunk, visible roots and green leaves. On the two lowest branches are sitting two skylarks (Alauda arvensis L.; in Slovene, poljski škrljanec; possibly chosen because the songbird is the subject of a popular and well-known folk song, Škrljanec poje, žvrgoli) turned outwards and looking towards the tree. The shield is topped with a white mural crown.

A table flag is prescribed, which is basically the same as the usual flag, but in proportions 1:2, with the coat of arms in the middle. Below the coat of arms is written "Občina Sevnica" (Municipality of Sevnica) in black letters following the shape of the shield. The decision prescribes the font as "Unicorn bold".
