It is a fairly typical Portuguese communal flag, with the coat of arms centred on a plain red background (village rank).

The arms are Or a issuant from a base wavy tercied per fess Azure and Argent and Vert a cliff Sable emphasized Argent behind a chapel Argent open Gules and issuant from its tip a latin cross bottony Gules. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "FREGUESIA DE S. VICENTE".
Meaning:
The arms show a representation of St. Vincent's chapel, located on a tiny island in the mouth of São Vicente creek. This location is symbolized by the tricolour base wavy. At oboslete link http://www.svicente.com/img/galeria-principal.jpg was a photo of the said cliff hosted at the official website of the commune. In spite legal proscription, the cliff is not symbolized by a staple stylized heraldic cliff/mountain, but simply represented on the arms, in almost photographic fidelity.

Presentation of São Vicente

São Vicente Commune is one of the three communes of the synonym municipality (q.v.), on central northern Madeira Island. This commune had 3336 inhabitants in 2001 and covers 43,70 km².
