This grey saltire always puzzled me. Trusting the blazon, it should be white - or the white areas of the wavy quarters should be grey, for they're all blazoned Argent. However the flag design is fully confirmed by local photographic evidence (see below) and even the coat of arms is commonly represented with different colors for the saltire and for the wavy background.

Official images of the coat of arms:

Photos of the flag in use (grey) were posted on the web (1, 2, 3), although they are no longer available. In context, their parent web page is available at http://www.swieqi.gov.mt/archive.asp?PagePosition=7

Meaning:
The villages of Ibraġ, Madliena and parts of St. Andrews belong to Is-Swieqi. Top and bottom quarters show boulders (Maltese: braġġ). These parts are representing Ibraġ. The others are showing trenches (Maltese: swieqi). These quarters are representing the main village. The saltire is representing St. Andrews.

Sometimes the saltire of Swieqi is painted green. But in Swieqi itself it was white, and also in the list of coats of arms given by the Dept. of Information in 1993.
