The municipality of Škabrnja (1,776 inhjabitants in 2011, 1,413 in the village of Škabrnja) is located due east of Zadar, inland.
The municipality was officially known until 1997 as Škabrnje.

The symbols of Škabrnja were designed by the Heraldic Art d.o.o. company, from Rijeka.

The flag is in proportions 1:2, red with the coat of arms, bordered yellow, in the middle.

The coat of arms is "Azure a winged bull sejant argent nimbed and holding an open book beneath the frontlegs or".
The winged bull is an ancient attribute of St. Luke Evangelist, who is the patron saint of Škabrnja and to whom is dedicated a 13th-century church preserved there.
