I believe that they are from the same 2004 elections, but from
different electoral districts (as indicated in the header of the ballot paper,
districts 28 and 29), so some different parties were running in each.

Yes, as expected, not all parties run for all constituencies; also, some
of the parties are allied in a pre-announced post-electoral coalition
UM - União para a Mudança.
