The flag of the city of Rota is green with the coat of arms in its centre. I spotted this flag on 9 November 2009, with blue cross at the beach in Rota and in the suburb of Costa Ballena, with white cross in front of the town hall.

In a blue field over silver (white) and blue waves is a golden tower, masoned black, embattled, with red gate and windows, topped by three turrets of the same, i.e. a castle. The shield has a golden bordure with a dark blue rosary. There are two versions currently used side by side: the cross patty upon the middle base might be white or dark blue.
The castle in a blue field over waves was used for a very long time, before the bordure with rosary was added on 2 November 1959, referring to the fact that the Virgin of the Rosary has been considered the Patron of the town at least since the 17th century, when this was mentioned in a session of the local council on 18 January 1688.

Costa Ballena is politically a part of Rota, a settlement made for tourists and weekenders, which is nearly empty out of season. It is located west of Rota, between Rota and Chipiona. The flag is evidently not a municipal flag; in front of the local office of the municipality the flag of Rota is hoisted. At the gates of the suburb, however, except holidays, the flag of Costa Ballena can be seen, which seems to be a company flag.
It is a white flag. In its centre is a rectangle horizontally divided into black, yellow and celestial blue with a shade of green, the blue stripe being clearly higher. The rectangle is superimposed by a black fin of a whale partially fimbriated yellow. The whole is flanked by an inscription “COSTA” (above, small) and “BALLENA” (below, big). "Costa Ballena" literally means whale coast. I spotted this flag on 13 November 2009 at Costa Ballena main gate.
