Another flag version of the arms, scanned and colourised (modulo some pixel hunting) from Der Flaggenkurier no. 3, 1996, p. 35. Ratio is 3:5. Rügen is the largest German island, situated close to the Baltic coast.

From Ralf Hartemink's International Civic Arms website: The arms were granted on January 18, 1993. The arms are derived from the 13th century arms of the Principality of Rügen, with the addition of a crown. The meaning of the old arms is not known.

Description of flag: The ratio of the flag is 3:5. It is a white flag with the coat of arms of Rügen county in its centre.
Source:  I spotted this flag in front of “Haus des Kurgastes” in Ostseebad Binz and at the local amusement pier as well on 3 January 2008.

Rügen (blue flag)
Description of flag: The ratio of the flag is 3:5. It is a blue flag with the coat of arms of Rügen county slightly shifted to the top and underlined by yellow unserifed capitals “RÜGEN”.
Source: I spotted this flag in Ostseebad Binz on 18 December 2008.
Status: The status of both flags is not clear to me. The white flag seemed to be somehow official,  because both flags were hoisted in a public area. In December 2008 however both flags had been replaced by municipality flags of Binz.
But the blue flag might be a tourist flag, shown by the locals at their private properties.
According to various sources however the flag with the same pattern like the coat of arms (image by Stefan Schwoon) is said to be the official one.

The flag was approved by minister of interior of Mecklenburg-Westpomerania on 7 December 1995,the coat of arms on 18 January 1993, both published in the roll of arms of Mecklenburg-Westpomerania as no. 0068.

On 4 September 2011 the county merged with Nordvorpommern County and the Hanseatic City of Stralsund forming the new county of Vorpommern-Rügen.
