The Ranson City Council voted unanimously, with two council members absent on
July 2, to adopt a new flag designed by Councilman Ken Suits. Suits told the
council he felt the former flag, which features an image of the Ranson City
Hall, was a mismatch with the city crest that was commissioned in 2016. The new
flag features that crest—a circular outline of several Ranson landmarks surround
a large letter R—above the numerals “1910,” the year the city separated from
Charles Town to form an independent corporation.

I searched the city's website for meeting minutes and found an agenda mentioning the adoption of the flag and an image of the flag at https://ransonwv.granicus.com/MetaViewer.php.
There are some inconstancies among sources, for example the stars are lighter
then the red used founding year, something I don't see on the finished product.
Note that it doesn't have the white border.

The flag is a quartered pattern of red and indigo with a white oval in the
center. In the middle of the oval is a silhouette of the Ranson city hall before
the removal of the spire. Two white ribbon are present, with the one above the
oval inscripted with the city's name, with the bottom ribbon inside the oval
displaying the founding date.
