A picture of the flag was sent to me by Rich Hively, the designer of the flag
who is with the Nitro Development Authority. The flag was approved by the Nitro
City Council on 21 February 2017. Also attached is the ordinance approving the
flag.

Nitro
continues to embrace its World War I identity. City Council members approved two
measures during its meeting Tuesday night that further honor the town’s legacy
as a World War I ammunition factory boom town.
Nitro soon will have a new
flag. Changes to the flag include the addition of a doughboy and the phrase
“Living Memorial to World War
I.” The colors will remain the same.
Nitro
Mayor Dave Casebolt said the flag will be unveiled at the city’s new Living
Memorial Park. The park’s dedication is set for May 13. The city will change out
all city flags on its property, Casebolt added. The Nitro Branding Committee has
been working on the new flag’s design for the last six months as part of larger
ongoing branding efforts.
Article 105.02 CITY FLAG
WHEREAS, the United
States Senate on September 29, 1982, recognized the City of Nitro as a living
memorial to World War 1; and
WHEREAS, the City Council of the City of Nitro,
West Virginia, enacted on May 17, 1988, Ordinance 88-5 which adopted a specified
[a] flag as the City's flag; and
WHEREAS, Ordinance 88-5 also adopted the
"Nitro City Logo" to be used on all City stationary [sic] and City vehicles; and
WHEREAS, the Nitro City Council and the Nitro Convention and Visitors Bureau
together in 2015 determined to develop tourism in the City through branding the
City as "A Living Memorial to World War 1"; and
WHEREAS, the City purchased
and installed at the entryway to the City to life-size statutes [sic] of World
War 1 soldiers, commonly known as Doughboys; and
WHEREAS, the city has
adopted for use on City stationary the logo of the Doughboy and "A Living
Memorial to World War 1"; and
WHEREAS, the Nitro Convention and Visitors
Bureau has designed a new City flag that incorporates the City name of Nitro,
the image of the Wolrd War 1 Doughboy and the phrase "A Living Memorial to World
War 1";
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
NITRO, that Ordinance 88-5 is hereby repealed; and
BE IT FURTHER ORDAINED BY
THE CITY COUNCIL OF THE CITY OF NITRO, that the flag designed by the Nitro
Convention and Visitors Bureau which incorporated the City name of Nitro, the
image of the World War 1 Doughboy and the phrase "A Living Memorial to World War
1" is hereby adopted as the official flag of the City of Nitro, West Virginia.
