I came across an entry on the City of Newport News website (www.nngov.com/adult-corrections/services/honorguardrequests) that addresses the procedure for requesting a city honor guard be present at a ceremony. Also on the webpage is a photograph of the honor guard, holding the American flag, the Virginia flag, and a dark red flag bearing what appears to be the seal of the city of Newport News. It would make sense, therefore, that this dark red flag is the city flag.
