The Virginia Environmental Excellence Program is run by Virginia's Department of Environmental Quality. According to the program's official website (www.deq.virginia.gov/Programs/PollutionPrevention/VirginiaEnvironmentalExcellenceProgram.aspx), the program was established "to encourage superior environmental performance" by "encouraging facilities and organizations within the Commonwealth that have strong environmental records to go above and beyond their legal requirements."
The website goes on to display photographs of several organizations and facilities that have met the additional environmental requirements and received recognition from the Department of Environmental Quality. In addition to a
certificate and plaque to be displayed by the awarded organization, each recipient also receives a special flag to fly denoting their accomplishment in achieving the additional goals of the program. The special flag is, predictably, the program's logo on a white field. The flag in each of the photographs appears to be of ratio 2:3.
