The flag seems to be a darkest blue 3:5 flag with the (circular) seal
centered on it, in large size, realized in (golden) yellow with two white
elements.

The seal bears on the middle a white French style shield with “eared” top
bearing a roadway landscape, with prominent clouds, sketched in blue with the
inscription "Loyauté m’oblige" (French for "Loyalty compells me";
missing accent mark) at the bottom.
This shield is orled outwards in
yellow, i.e., there's a (blue) gap between the (white) shield edge and the thin
yellow line surrounding it; for crest (i.e., at the of the shield, outside it;
no torse nor coronet
nor helmet nor any other elements) there’s a simple
rising/setting sun, in yellow, less than half its disc visible, with 13 rays,
alternating long and short, all straight. On both sides of the shield, for
supporters, two yellow fasces tied to battle axes, facing outwards. Underneath
the whole, a white scroll reading "on the trail of the rising Sun", set in blue
sans-serif capitals.
The rim of the seal is edged in yellow ropework
line, much thicker on the outside edge. It reads "Village of Valley Stream" in
yellow capitals set in Cooper Black or similar bold round serif typeface, with
the word "of" set in smaller, cursive lower case type; this inscription goes
from 8 to 4 o’clock and is separated from the bottom inscription by two small
upright five-pointed stars. The bottom inscription reads "incorporated 1925",
set in sans serif narrow capitals, the figures larger and wider, no tick on the
"1".
(Typeface Cooper Black was released in 1922; if this seal was created at
the time of incorporation, it was really at the cutting edge of design, at least
typographically.)
