Flag of the Popasnyan (Popasna) raion
(district) (Попаснянський район), which was established on March 7, 1923.
It was a district in Luhansk Oblast of eastern Ukraine.
The administrative center was the town of Popasna.
Until December
30, 1977, this raion was known as Lysychansk Raion, (Ukrainian: Lysychanskyi raion) preceding the seat
was moved from Lysychansk to Popasna. The raion was abolished on July
17, 2020
through the Verkhovna Rada (Parliament) which adopted Resolution No. 3650 "On the Formation
and Liquidation of Districts", part of previous (and still
continuous) administrative and territorial reforms as part of
a modernization process (source,

of raions of Luhansk Oblast to eight, of which only four were
controlled by the government (source,

The district flag was approved by the
decision of the district council on
August 26, 2004 and is a blue (horizontal background) cloth with the
image of the district coat of arms (source).

The CoA was approved on July 30, 2003 by the decision of the district council). The description is as
follows (translated from Ukrainian): "The shield is divided by a red
bandage on the right, on which is a golden wheat branch and five
shields – two above and three below. On the upper green field, two
decorative letters 'E'; on the lower purple field, a gold(en) hammer
and a wrench in an oblique cross, a pair of (cog)wheels below them; at
the base, a golden sun with rays rises over two green hills. The
shield is framed by a wreath of oak leaves wrapped in a ribbon of the
colors of the State Flag of Ukraine, in the lower part of which is the
inscription 'Popasnyansky' (Попаснянський),
'1977' and 'district' (район)".

A more elaborate and official description of the CoA on the official
website is as follows (translated from Ukrainian):
"Description: This type of coat of arms belongs to the mixed type, which reflects
the geographical, historical and economic situation of the district.
The yellow-blue ribbon framing the coat of arms with the name of the
region symbolizes the state affiliation of this region to the
Ukrainian state. The sun rising through the hills indicates that this area is located
in the east of the country and is located on high ground. The number of the sun's rays corresponds
to the number of settlements in the Popasnyan district.
The green field with two letters 'E' reveals the history of the
region. These two letters were applied to the plates of the belts of
the first railwaymen (a symbol of the Ekaterinina railways), thanks to which this territory received its
development). The red stripe crossing the coat of arms, with five shields applied to
it, speaks of the uniqueness of the Popasnyan district, because there
are 5 cities of regional subordination on its territory. The location of the shields corresponds to
their position on the geographical map according to the four directions of light.
Popasnyan district is one of the agricultural districts in the
structure of the region. This is emphasized by the presence of an ear
of wheat and the sun, which resembles a sunflower in its shape. The
presence of these symbols on the coat of arms indicates that these
crops are predominant in agriculture.
The purple field shows the economy of Popasnyan district.
The crossed hammer and wrench (symbol of the railway) indicates the
developed railway economy of this territory, the wheel pair indicates
the special importance of the Popasnyan Carriage Repair Plant, which
is the main budget-generating enterprise of the district.
The oak wreath around the coat of arms symbolizes the strength, unity
and cooperation of territorial communities in the name of achieving a
common goal.
Dimensions and aspect ratio of the coat of arms:
The height of the shield is 1.4 times its width.
The width of the red stripe crossing the coat of arms is equal to 1/4
of the width of the shield.
The axis of symmetry of the red stripe is the conventional diagonal of
the square, from the base of which the narrowing of the shield begins.
The height of the ear of wheat is equal to 1/2 the height of the shield.
The height of the letter 'E' and the composition 'wheel pair – hammer
and key' is 1/6 of the height of the shield.
The diameter of the sun is equal to 1/2 the width of the shield.
Interpretation of colors:
Green is the color of pastures and plains.
Dark yellow color symbolizes gold.
Red is the color of glorious labor and fighting traditions.
Purple color is the color of nobility, in this case it symbolizes people's rule.
