"A rectangular panel with a parity of the sides as 2:3, consisting of three identical horizontal strips. Top is blue, middle is crimson (color of a flag of Bila Tserkva), bottom is yellow (an element of a flag of the Kyivs'ka oblast'). In the blue part near a staff are yellow bow with three arrows and an ear in the form of a horn of plenty.
It is in the south of the Kyivs'ka oblast' in a zone of forest-steppe and was found in 1930."

"Shield with argent border is divided by gules bend sinister with argent border; azure, or fess, above it is or bow with three arrows; vert, or ear in the form of horn of plenty.
Bow with three arrows is part of Bila Tserkva emblem; vert is symbol of fields, horn of plenty means harvest."
