I found a photo of the flag of the Thai Sports Authority on the TSA website.

The TSA seems to use three flags: blue with deity-riding-elephant emblem, white with same and white with abstract blue logo. This section of their site would appear to explain both symbols, though I cannot read it.

January regarding the unsolved question of the Sports Authority of
Thailand emblems posed by Eugene Ipavec on 15 May 2008. The elephant
logo (the goddess Indra, Erawan elephant (Three-headed elephant)
beneath a bouquet of Chaiyapruek), in use since 1964 with
modifications in 1985
(source), is used
mostly for internal events and communication. At the urging of the
former Governor (Director) of SAT, Santiphap Techawanit, the initials
with the three rings logo was created for international events and
promotion of Thai sport overseas. I am not certain when this logo was
created or begun to be used.
