Presentation of Sveti Andraž v Slovenskih goricah

The name of the municipality means "St. Andrew in the Slovenian Hills", the latter being the name of the hilly region northeast of Maribor, between rivers Drava and Mura. Sveti Andraž v Slovenskih goricah was formed in 1998 by separation from the municipality of Destrnik-Trnovska vas, which itself had been formed in 1995 by secession from the municipality of Ptuj.

Flag of Sveti Andraž v Slovenskih goricah

The flag of Sveti Andraž v Slovenskih goricah is prescribed by Decision Odlok o uporabi grba in zastave ter o občinskem prazniku Občine Sveti Andraž v Slovenskih goricah, adopted on 10 November 1999 and published in the official Slovene gazette Uradni list Republike Slovenije 6/2000.

The flag is horizontally divided yellow-blue with the attributes from the coat of arms placed in the yellow stripe (the church) and in the blue part (the grapes). The attributes in the flag are prescribed to be aligned on 1/5 of the flag length - I understand that their vertical axis is lined with the vertical line dividing the flag length into 1:4. However, the drawing shown by Stanič & Jakopič [j2s05] has the attributes further away to the fly, approximately ot 1/4 of the length.
The Decision does not include images, but has detailed descriptions and the following colour specifications:

Yellow HKS 3K
Blue   HKS 43K
Gray   HKS 88K 40%

The vertical flag is prescribed to have yellow on viewer's left and blue on right - and, if I interpret the elliptical sentences correctly, the attributes being set the same as in the horizontal flag, that is without the rotation that is usual in several other Slovene local flags.

The coat of arms of Sveti Andraž v Slovenskih goricah is a blue shield of convex shape ("inflated") with a white church set in the crossing point of two yellow roads forming a saltire (St. Andrew's cross) and in base a yellow grape slipped with two leaves. The border outlining the coat of arms is gray (silver), prescribed to be of the width of 1/85 of the height of the shield.
