The attribute in the name of Ilirska Bistrica (14,461 inhabitants) was added in the Napoleonic period, when the town was in part of the Illyrian provinces, to distinguish it from several other places of the same name throughout the Slavic-speaking parts of the Empire. After Napoléon's defeat, the name was shortly retained by the Austro-Hungarian Empire. The German name was Illyrisch Feistritz and the town was renamed Villa del Nevoso during the Fascist Italian occupation.

The flag and arms of Ilirska Bistrica are prescribed by Decision Odlok o grbu in zastavi Občine Ilirska Bistrica ter celostni podobi Občine Ilirska Bistrica (text), adopted on 22 November 2007 and published on 3 December 2007 in the official Slovene gazette Uradni list Republike Slovenije, 110/2007. The Decision prescribes a new graphical rendition of the symbols, adopted in 1975.
The visual identity graphical chart was produced in November 2007 by the Kreattiva advertising d.o.o. company.
On 29 June 2006, the Municipal Council discussed on a proposed visual identity made by Diego Kolarič from Kreattiva advertising d.o.o.. Some councillers said that the proposed coat of arms was too much different from the tradition. Other did not like the proposed dark
blue flag. The need of a vertical flag was considered. Other claimed
that the current light blue colour of the flag should be retained.
Finally, the proposal was accepted as the basis for the production of
the identity, 8 votes for and 4 against.
The flag is in proportions 1:3, cyan blue, with the municipal coat of arms set in the "top third" of the flag, so that the upper edge of the shield matches the line representing "174 of the longer edge". The arms, of 4/6 of the flag's shorter side in width, are centered vertically and outlined in white. The text does not make it clear whether the described flag should be displayed vertically or horizontally.
The colours are prescribed as:
- Blue: CMYK 100-0-0-0;
- Yellow: Pantone 109 / CMYK 0-10-100-0.
The municipal monthly Bistriški odmnevi has several photos showing the flag in use (for instance, on p. 16 of No. 14, July 2009); however, in each and every case the flags appear in proportions 1:2. It is hard to say in all cases whether the coat of arms is set in vertical or horizontal position; at least in some cases the coat of arms is set vertically. The exact position of the coat of arms on the flag is not easy to estimate.

The coat of arms of Ilirska Bistrica is "Azure a liburna or". The shield is semi-circular, the ship has six oars and a rudder, and flies a swallow-tailed flag at stern.
The liburna ship was used of the Illyrians, an ancient people who settled the area and were famous for their ships still around the time of Marc Anthony. The coat of arms is similar to the coat of arms of the Illyrian Provinces formed in Napoleonic times and shortly afterwards retained in the Hapsburg system as the Kingdom of Illyria. The coat of arms was first adopted as the coat of arms of Ilirska Bistrica in 1872 after a lengthy dispute over it with the Imperial office in Vienna. Since then, it has been used until today in various artistical renditions. In the early 1930s the Italian governor added the word "Grepenna" on a ribbon below the shield.

There is also a table flag in use, with the coat of arms surmounted by the white writing "OBČINA / ILIRSKA / BISTRICA".

Former flag and arms of Ilirska Bistrica - Images by Željko Heimer, 18 October 1999
The former flag and arms of Ilirska Bistrica were prescribed by Decision Odlok o grbu in zastavi Občine Ilirska Bistrica, adopted on 18 September 1975 and published on 4 October 1975 in the local official gazette Uradne objave Primorskih novic, 15/1975.
The flag is light blue, with a white shield-shaped cartouche bearing the coat of arms and the name of municipality in blue letters.
Stanič & Jakopič [j2s05] show the arms as a blue shield with the golden ship, that is without the white cartouche and without writing. They quote a Decision on the symbols adopted on 15 April 1998.

The political-sporting society Ilirski Sokol, which was renovated after its 100 years, uses as its color a blue flag with the municipal arms in the middle (photo in Bistriški odmnevi, p. 12 of No. 16, September 2009).
