The state or government ensign is blue with the national flag in canton, following the British model. Smith 1982 clearly shows two different shades of blue a dark one for the ensign field, like the blue used on the governor's flag next to it, and medium blue for the national flag.

Album des Pavillons 2000, page SA 5.1 does not show the blue ensign. Is that now defunct? Confirmed inexistent?

Launches while on quarantine duty shall fly the quarantine ensign. The quarantine ensign shall be a blue ensign showing (on a circular yellow disc or badge) the crown over an anchor crossed by a serpent-coiled red.The last word 'red' may have been a typo with the correct word being 'rod' but if so, no indication has been found that it was ever corrected in either nation's prescription. The ensign was most likely intended as a British Blue Ensign with this mainly yellow badge placed in the fly centre. There was a very similar quarantine ensign prescription in the Quarantine Regulations of Australia (1911-1935) and the Territory of New Guinea (1924-1956). Both of these used the word 'rod'.
