The Yutazinskiy rayon in Tatarstan, Russia, has a flag.
It was adopted by Rayon Council on July 18th 2005. I found it
here.
The flag of the region was developed on the basis of the coat of arms, which, in the language of symbols and allegories, reflects the geographical and economic characteristics of the Yutazin region.
The main figure is a lark, in heraldry it is a symbol of dawn, awakening, beauty; shows the location of the region in the southeast of the Republic of Tatarstan. Residents of the area are the first to meet the sunrise. Also, the lark symbolizes the best qualities of local residents - hard work and perseverance in achieving the set goal, modesty - its melodic sonorous singing is heard throughout the area - but itself is not visible in the heavenly heights.
The symbolism of the rising sun in the region's coat of arms is multifaceted:
The yellow (golden) sun is a symbol of life, energy and warmth; the sun also enhances the symbolism of the lark, showing the location of the region in the southeast of the republic.
The patterned dome resembles national Tatar ornaments and, thus, emphasizes the love and respect of the inhabitants of the region for their local traditions.
Yellow color (gold) in heraldry is a symbol of wealth, intelligence, respect, constancy.
White color (silver) symbolizes perfection, nobility, mutual understanding.
Green in heraldry is a symbol of hope, nature, health, growth in life.
Blue is a symbol of truth, honor and virtue.
