The website of the Kosova Art Gallery, within the Ministry of Culture, Youth and Sports of Kosovo, presents an exhibition of "Symbols of Kosovo", held in the
Gallery from 27 February 2007 until, presumably, the next exhibition
opened on 9 March 2007. Since the official contest for the new symbols was issued by the Assembly of Kosovo only in June 2007, these proposals, I guess, would not be disqualified per se, as the contest rules prohibit publication after the sending of the proposals, not before. One would guess that at least some of the artists shown there sent their ideas to the contest as well.
All the flags are shown with the same proportions, 5:7, matching the proportions of the national flag of Albania.

Proposal #16. Flag horizontally divided white-red-white, with a broader red stripe charged with a white map of Kosovo flanked on each side by four white
stars.
Proposal #17. Flag horizontally divided white-red, 1:2, with a small blue map of Kosovo in the upper right corner, surrounded by eight red stars, three
placed horizontally and four forming a semi-circle on the right of the
map (the whole forming a kind of horizontal J letter).
Proposal #18. Flag vertically divided red-white, 2:1, with a white map of Kosovo in the red stripe, centered, and two horizontal rows of four black stars
in the white stripe, centered.

Proposal #21. Flag horizontally divided black-red, in the middle a rust-orange disk bearing a six-petaled black flower with rust-orange nervation and six yellow
hyperbolic triangles outlined in red between the petals. The flower is similar to the emblem ("Sun of the Alps") used by Padania.

Proposal #26. Flag vertically divided blue-white-blue with a grey and white emblem in the middle and a row of three red six-pointed stars above and below the emblem.

The selected symbol for these flags is very old, meaningful and
representative for Kosova. On this case a bit different, analyzed and
simplified on that stage that this flag can tolerate.
This specific sculpture discovered on Dardania square, (suburb) in
Priština, was made 4000-5000 years ago, at that time where the
populations were not divided on nations.
It belongs to each community that lives in Kosova regardless of
religion and language, it belongs to us, to all Kosovars. From the
aesthetic and artistic sides it is a very old figure for us, but new
and original for the world, very cute, beautiful, and simple, and it
resembles the designed figures of science fantastic film.
The most important thing is that this figure was used before the war
as well, by each citizen as identity without national split. This
figure is Kosova itself.
For the symbol (figure), I was based on the Weltgeschichte der Kunst
book, by Hugh Honour and John Fleming.
Dominant colours: White and blue.
The used colors are simple and relaxing in combination with the symbol,
they fit and don't compete with each other. In many cases I identified
Kosova even before, taking into consideration the FC Priština colors.
This is important there are no reasons for national leans.
This was the reason for selecting these colors.
