Is there any evidence that the logo (perhaps a new logo?) of the Qatar
Olympic Committee that appears on this
ipage and this page
is used on any flag?

The new logo was made public on 5 October 2017 and, according to
this page, the new emblem "builds on Qatar's sporting heritage and patriotic
roots by combining the national flag and shield as a symbol of pride, whilst
looking to the future with a contemporary, adaptable and innovative design,
which is able to adopt multiple forms across modern and traditional platforms."
This shield design is transformed into other icons used for various sports, such
as a green shield and white midfield markings for football.
As for a new flag, I have no idea. I checked in both Arabic and English and so
far I could not see anything. One thing I noticed as well is the word "team" is
in both Arabic and English; see
this picture for example. I am not sure what would be used on a flag and a
branding guide was not made public.

As I wrote in 2018, "Qatar" is kept in English while the word "Team" was used in
both English and Arabic. There is a variant where the name of the QOC is written
in both languages below the logo
