According to
http://pacificdigitallibrary.org, blue stands for love of mankind, peace and
prosperity. White stands for trust in peace. Red stands for perseverance without
limitation. The seven stripes symbolize the original seven municipalities
forming Ngarchelong. The eight shining stars represent the today's eight
municipalities, now unified under a wise and enlightened government, as
symbolized by the circular pattern of the stars.
