It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field (village rank).

The arms are Azure semy of wheat ears Or a couped representation of a Portuguese overseas land claim marker (Portuguese: "padrão" Argent. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "PADORNELO - PAREDES DE COURA".
Meaning:
"Padornelo" might be interpreted as an archaic diminutive of "padrão", but I don't have solid information on the reason for these arms.

Padornelo Commune is one of the 16 communes of Paredes de Coura Municipality (q.v.); it had 437 inhabitants in 2011 and covers 9.7 km².
