The second article (May
1998) mentions the flags of Glogowek and its sister city of Rietberg
in Germany, being raised during some ceremonies.
I am just assuming they've got the approval sought for their 1997 flag.

At the Glogowek
site I found two pictures with flags:
- probably Rietberg (Nordrhein-Westfalen, Germany) vertical RY with
the Coat of Arms in the center
- the Glogowek delegation with a vertical VR with the Coat of Arms in the center.
Here is the vertical flag of Glogowek (OTOH this may just have been
made for the occasion...)
