A white stripe (for peace) separates triangles of green (for vegetation) and black (from the national flag). Stars represent the 3 geographic regions. The provincial emblem is set over the green.

My source gives another (older?) version for Western Highlands: a vertical tricolour black-green-white, with on the greem stripe a large white six-pointed star surrounded by a circle of twelve smaller white six-pointed stars.

It seems that the flag of Western Highlands has been changed. The previous
black parts of its flag have become purple (lower triangle and edge of white
disc.) Please see this picture:
