On
official site there is open a contest for flag and anthem of the region:
Aleksandar Nemet, 05 January 2010
The contest is open to all public, private and citizens' institutions from
the region and Peru, as well. The central theme of the contest is based on the
historical and cultural heritage of Region Pasco and the foresight of its future.
Elements suggested for consideration are:
- The Yaros, Pumpush, Yaneshas, Ashánicas cultures, as well as the other
regional cultures;
- Historical characters;
- Ancient customs, traditions and values;
- Biodiversity (Flora and Fauna).
An explanation of the flag's design and colours should be provided.
Registration was possible from 1 to 15 October 2009. Proposals had to be
submitted from 16 October to 6 November, the selection being scheduled to 9-13
November, with the proclamation of the results on 16 November and the official
award ceremony on 19 November.

According to
Pasco Region web site the regional flag was officially presented on February
12. A photo on another
site shows the flag to be diagonally yellow, green and red. According to
Ordenanza Regional No 237-2010-G.R.Pasco/CR the three stripes represent the
region's three provinces: yellow for Pasco, green for Oxapampa and red for Daniel
Carrión.
Paraskevas Renesis, 25 May 2010
The flag was designed by Luis Oscategui Vega.
The region's website gives additional elements:
- yellow: Pasco, mining [Pasco was awarded in 1960 the title of "Mining Capital
of Peru"];
- green: Oxapampa, "the region's lung and hope";
- red: Daniel Carrión, the blood shed by its inhabitants when fighting for the
land.

I saw an old flag in Wikipedia but no photographic confirmation available.
The new flag is correct. The regional government has a red flag with a narrow gold frame in
four sides, logo in center and above it, in semi circle, "Gobierno regional" in
gold.
